Glow plug light comes on then starts blinking. New glow plugs. Won't start without pulling. Whats wrong?

The glow plug lamp is not a true indicator of whether the plugs are powered. With the key in the heat position, the plugs should be energised whether or not the lamp works, or has timed out. You could have a poor contact in the key switch, a bad lamp timer relay, or problems with one or more glowplugs. Check for power at the glowplug buss bar while preheating. Check for a shorted glowplug. Check for something lying on the buss bar shorting it out to the chassis. Resistance between each glowplug power terminal and its body or the engine block should be around 1 ohm. Test each plug with the bussbar removed.

The only fuse in the circuit is the fusible link at the starter solenoid that protects all accessory circuits. If you have idiot lights and it cranks, that's OK.
