My 4000 fords pto still turns when it is disengaged
I check the cluch pack it seems ok,what else might it be?

For an SOS trans, this is normal, assuming it is not actually still driving the load when disengaged. If so, nothing can be done about it.

For a manual trans 4000 (3 cylinder model), the PTO is pretty much buried inside of the rear axle housing. You would have to badly want to repair that before gathering up the time to do that job.

When you mention clutch pack, I presume you mean a 3 cylinder >'65 4000....
- Manual Transmssion models, PTO has a small brake arm and pad. There should be a small bronze pad under the brake arm. If the bronze pad is worn out there'll be steel to steel contact between arm and clutch housing. The brake is spring applied and released with oil pressure. Are springs broken, lost temper from heat?

- Selectospeed models: there is no brake, PTO will not stop, it will only stop transmitting power.
