'75 4000 3 cyl. diesel valve tappet adjustment ???

Ok I had to replace the head gasket on my 4000 3 cylinder diesel. Got all that done fine but when reading about how to adjust the valves the manual says the valves can be statically set by using the two position method. The manual says put the engine on TDC and explains how to tell if it is on the compression or exhaust stoke. I follow this logic but do not know where to find the TDC mark. Are these marks on the gears behind the timing gear cover or on the flywheel? I can't find it. My uncle says adust them with the engine running, hmm? Another thing is the adjustment screws must have 9 to 26 foot lbs of torque to move them, the intake gap should be .015 and exhaust .018. Well that's all fine and good but how am I supposed to adjust these with the engine running and my torque wrench moving up and down at the same pace as the rockers. I must be missing something in this equation. Can anyone shed some light on this dilema, Please.

The timing marks are located on the flywheel and you need to take a screw out to let inspection plate swivel. If you set valves running they need to be fairly close before you start. As far as the torque wrench goes you don't need that. They give you this torque for checking to see if rocker screws or the rockers are wore. It is supposed to take so much effort to turn the screw. If when adjusting valves one seems to turn easier you might check it to see if under torque specs. Otherwise don't worry about the torque.
