Rick, Fill both bowls to the level shown by a ring on the outer bowl. Air is drawn into the filter and swirls the oil into the metal mesh filter. The air passing through the oil and filter media is what filters the air. When the motor is shut down oil will drain back into the bowls and equilize through the small weep holes between the inner and outer bowl. Check the articles archive to the left of the site and oil bath filters are explained in detail. Acually in is as fantastic system as evidenced by the age of these engines if ya keep'em clean.
Good luck,
Joe
