TO-35 Distributor Oil Reservoir

I am restoring a TO-35 and have a question about the distributor that I hope someone can shed some light on it for me. The bushing had to be replaced so when I pressed it out I noticed that the bushing had the oil from the reservoir blocked off from any working part of the distributor. All my research so far shows no explanation of why it was designed this way. The manual says that the reservoir should be checked and refilled after a certail number of hours. I find this unnecessary since the oil has no place to go anyway. In fact the oil that came out of the reservoir when I removed the bushing was the same oil that has been in it for the past 24 years as I know the previous owner and he never serviced it. Does anyone out there have some explanation why this is. Is there a design flaw or something? Also there is an oil groove on the shaft that doesn't seem right either but i'll save that one for another time. Thanks in advance!

I just replaced the bushings in my TO 20 and found mine to be the same way. The only thing I can figure is the bushing may allow some oil to seep thru. I think you are only supposed to check the oil every 750 hours. The good part is the shaft only had 1/2 thousands wear after 50 years.
