my to-30 starts right up, but then engine speed surges,rpm goes up then down quickly. what can i do

I suspect the governor adjustments are wrong. This is a sensitive setting, you need to follow the owners manual instructions exactly. You may buy one from a MF dealer for around $30, the manual is quite detailed for normal maintence proceedures, it'll be the best money you've spent.

Before you do that make sure its getting gas. Mine has been a recurring hassle with the filter bowl and tank outlet. These things plug up easily and it isn't always apparent to look at. At present mine runs fine then starts surging unless the choke is full on. Probably something partially blocking the bowl filter somewhere. I solved that constant identical problem on my Farmall with a NEW BOWL. That was sound advice from someone with lots of previous experience. Make sure the gas is flowing freely from the carb bowl drain at the carb base and for more than a few seconds.
