TED20 timming confusion

Iam a big fregusen fan and reguarly work on my TE20, however there is one asspect of the tractor I can simply not get to grips with, the timming
I have just split my TE20 over the winter and on doing so I noticed two arrows on the flywheel (180 degrees apart) which when number one cylinder was at TDC were both horizontal and seemed to poimt to nothing. Having also noticed a stationary arrow at the top of the housing I assumed that at TDC the stationary arrow should be allined with the arrow on the fly. I assumed that the previous owner had incorrectly installed the flyweel so rotated it through 90 degrees so that at TDC the arrow on the fly allined with the stationary arrow, (the arrows Iam on about can not be seen unless the tractor is in half) Alliening the arrows like this seemed to make more sence than having the point to nothing. I also asumed that the small hole in the bell housing underneath the tractor was for checking the timming since when one arrow allined with the top statioary arrow the other would allien with the small hole in the bell housing enabling the timming to be checked.
Having now reasembled the clutch housing I was dismayed to read yesterday that the timming is infact checked through a whole near the starter, and not through the hole in the bellhousing as I had imadgined. I can not make out any timming marks when looking through this hole near the starter,
Have I wrongly installed my flywheel?
If the small hole in the bell housing underneath the tractor is not for checking the timming the what is it for?
What is the point in the stationary arrow which can only be seen when the tractor is split if it does not allien with anything?
How should I go about timming the tractor now?

Sorry gues for the lengh of this one but Iam realy confused as Iam sure you are!
any help is much appreciated

Can I suggest the small hole in the bottom of
the bellhousing is for oil seepage drain off
should oil leak from the rear crankshaft seal or gearbox input seal. The oil drain off is necessary to avoid excessive oil contamination of the clutch plate.
