By block I assume you mean the ball nut assy. To start the gear installation the ball nut assy lower tooth should just be visible from the right side opening in the housing. To get this orientation, rotate the steering shaft until you acheive this position. I use a vise grip on the shaft to control its position. Install the lower pinion gear(from the left side) with the blank portion of the gear teeth down and the lower tooth on the ball nut assy meshed with the groove next to this blank portion. Turn steering shaft until the center tooth of this lower pinion shaft is in line with the opening in the left side of the housing where the top pinion shaft is to go into. Install the upper pinion gear with its center groove mating with the center tooth of the lower pinion gear. On some gears, these respective spots are marked with an inscribed "dot". When you get it right, you should get 3 and 1/2 turns from side to side and the pinion arms pointing to the ball joints when the steering wheel is centered(1.75 turns). Hope this helps.
