A friend of mine had his TO30 head redone and seem to have lost the plastic bag that the valve stem caps where in. Does anyone know where he can pick these up.

Your MF dealer may have them. Montes Equiptment also.
Your flaps , ask for lash caps and know your valve stem dia.

According to my machinist (which I trust), they are not necessary if you can get the correct contact with the rocker ends and be able to achive correct adjustments... kind of an old school method that is not used any more.. apparently was there to prevent the mushrooming of the stem ends, but metals used now are much harder and don't have that problem... infact, with a valve job that does not replace the seats (only grinds them), the height of the stems will be greater and take up some of this room. If you can't find what you are wanting, I think you can just put it together without them..
