TO-20 lower dash panel goes where?

Hello, Got a '50 TO-20 and trying to put the dash together soon and need to know (while sitting in the seat) if the lower dash panel goes in front of or behind the steering box. Thanks in advance!

On my TO30 the lower dash panel bolts to the steering unit. Sitting on the tractor it will be on the side closer to you. I hope I explained this right.
