CAN ANYONE TELL ME HOW TO FIND TOP DEAD CENTER ON A 1948 TO20. I AM ORDERING A MANUAL ON THIS TRACTOR, HOWEVER IN THE MEANTIME I STILL NEED TO SET THE TIMING. THANKS

EXACTLY how Jerry described, IF, you are setting the timing. However, IF, you actually want Top Dead Center, just follow Jerry's instructions and stop turning the engine with the 0 is lined up with the mark on block.
I would imagine that you are wanting to set timing. In that case, listen to Jerry.

Remove the spark plugs to make turning the engine over easier. Place your thumb over the #1 spark plug hole and tap the starter til you feel pressure on your thumb. When you do, the #1 cylinder is on the compression stroke. Look in the window to the flywheel beneath the starter and either tap the starter or rotate the engine with a wrench on the crankshaft nut till the notch in the window lines up with the correct timing mark. For a TO-20, that"s 7o(degrees)BTDC.
Now look at the rotor and the distributor cap and you should see the rotor pointing at the #1 spark plug terminal in the cap.
Take the #1 plug wire and put a paper clip or a bent piece of wire in the spark plug boot. Loosen the distributor hold down, turn on the ignition and hold the wire in the #1 plug boot near a good ground. Slowly rotate the distributor back and forth until you hear the spark snap. At that point, you are statically timed. It may take a few times to get it right and whe you feel you do, tighten down the distributor hold down, while maintaining the distributor position. Put the plugs back in and connect the plug wires and try start. Verify the static time at rpm < or = 400 rpm and then accelerate the engine to make sure that the centrifugal advance is working.
