Spin out rear wheels

I am attempting to align my back wheels, on my TO-35 deluxe. There are four clamps that allow a person to move the wheels in or out. However, I have been unable to get the wheels on there straight. Does anyone have any suggestion how to correct this problem. There must be some kind of thechnique to do this. I have already spent many frustrating hours and the wheels still don't spin straight.

I would appreciate any kind of suggestions with this matter.

Here's the theory behind adjusting the PAVT wheels. 1)Remove the two rim stop screws from the rim stops which position each wheel disc to the rim and remove the stops. (I assume they are still on your wheels.) 2)Replace one stop on each wheel at the position desired and secure with a rim stop screw. NOTE: On the extreme settings the ends of the rail will provide the limiting stop. 3)Loosen the four eccentric pins. 4) Drive the tractor forword or backward to rotate the disc in relation to the rails on the rims until the wheel discs engage the stop on the rail. 5)Secure the position of the discs in relation to the rims by placing the remaining stops on each wheel on the opposite side of the rail. Secure the rail between the stops with the remaining stop screw. 6)Tighten the eccentric pins on each wheel until the indicators are 90 degrees to the right. The last eccentric pin on each wheel will require the most torque, between 110 and 300 foot pounds, to correctly position it.

That's what the manual says anyhow. I adjusted my wheels manually when they were off the tractor.
