Doing a compression test I've discovered a difference in the valves. Knowing its in the valves due to spraying oil in and no change. Just wondering how much of a differential in compression is considered OK. I know none is ideal, but when does tear down start?

Although I realize it wouldnt make up for all the comp diff, but could it be possible that machining and fitting abilities back then would account for some comp chamber diffs?

10% variance between them is usually not an issue. Also retest the low cylendar to verify a good seat on the tester.

What prompted you to do a compression test? Are you experiencing a problem or just testing it to get to know your machine? Some engines can run surprisingly well with a significant difference in compression between cylinders, others are are really sensitive to it. Thats what I've found, anyway.

It runs great. I was just trying to get a feel for whats what. Ya its about a 10 pound diff. I'm glad its in the valves as opposed to rings

I think 10% difference is considered good. Say you have 95 on one cylinder and 105 on another, that's not bad. Probably if you tell us what your readings were, someone will give you a more definitive answer.
