My TO30 surges when under load. If I lift the implement, it runs long enough to get back to park the tractor. I had the carburetor rebuilt which didn't seem to help. Someone said that it might be the governor. I noticed there was a small screw on the side of where the governor is(bumper adjusting screw I think)and don't know if this might get rid of the surging. Before I buy a new governor and tear into the front of the tractor, I thought it a good idea to see if anyone had any suggestions.

It is more often than not governor adjustment that causes the surging although incorrect carb. settings can also cause it (running too weak). The adjuster screw on the side is only for stopping surging at high revs and it is easily broken so don't play with it unless you know what you are doing. I suppose it could be the governor needs some damping but before you mess with that, make sure that you have a good spark, that the centifugal advance is working correctly and the initial timing is correct. Also make sure that your power jet (the big screw on the top of the fuel bowl)is adjusted properly by screwing it in lightly til it bottoms, then out 1-1/8 turns. Accelerate the engine after warming it up and it should accelerate smoothly without any hesitation. If it doesn"t, open it another 1/8 turn and repeat. Keep repeating til you get it right. If you go past 1-1/2 turns I"d suspect you have an airleak down stream of the carb metering system(carb connect flange gasket or intake manifold).

If you do all these checks and adjustments and the engine still surges, then go to the governor.
