I had the same problem with the kit for my TSX 458 on my TO-30 as others in the forum have had. The main nozzle does not fit at all. C549V is also marked on the kit. Other parts fit except I have some confusion on the choke shaft spring. Just doesn't seem to fit like the old one as if it was made backwards. The old spring was broke and fell off but there is a mark on the end piece indicating where the tab on the old spring was riding. I think we have the wrong kit here. Seems that TISCO had not fixed this problem and I don't have all the right pieces.

you have to make a complete circle with the spring it does look like it is backwards but it not. just look at it awhile and youll figure it out. i had the same problem.

I can wind it around past the stop and then loop it over the arm but ..... it sure is tight and the spring tab almost wants to jump off of the arm as it is under such force. I had to wind it about a full 360+ degrees. Seems like about 1/2 of that force should be adequate. Also, the neutral/open position under spring tension puts the choke plate slightly past center to maybe about 20 degrees. So right now I have the spring relaxed and not twisted around pondering what to do as I do not want to leave that much tension on the spring. It is almost tight on the shaft, it is wound up so hard.
