I have just acquired the TE 20 my father purchased in '53. It has liquid in rear tires for weight which I wish to remove ( local tire service will do). Will interior of rims corrode with no liquid in tires? Do they need to be painted or treated.

Having had liquid filled tires (calcium) and corroded rims that needed replacing, I would say that yes you should pull the tires off and sand, prime, and paint the rims.
Or, since oxygen is needed to form rust, you could get the tires filled with N2. You would have to fill and depressure a few times to make sure all or almost all the oxygen is gone.

Is the calcium mixed with water in the rear wheels as an anti freeze measure? If so, how much does it drop the feezing point of water? (Needless to add, we do not require anti feeze in mainland Australia, although Tasmania can get cold.)

During the restoration of my TEA20, I had all four rims sand blasted. All four had rust but the front rims were far worse with heavy rust scale and deep pitting, than the rear rims. One front rim required re-build of the valve stem hole.
