Is it normal for a load on the TO 35 power lift in the up position to go down when the clutch is depressed? I know about the single stage clutch and the PTO but I didn't know if an implement should drop down as mine does. I that a hydraulic problem or is it normal?

No they should not drop like that, if you switch the engine off and the lever is still at the top they should stay up for 5 mins or more in good order, when new it was a lot longer than that.
The usual cause for these hydraulics to drop is wear in the pistons and side-chambers, the Control Valve and the safety valve, any of these can leak and cause your problem. This system has no check valve like the 20/30 so it will show any wear straight away. If you are going to overhaul the Pump then consider uprating it to the later type with rings on larger pistons.

Thanks for the info John. Since I'm going to take the top off of the hydraulic area any way to clean it, I might as well go on and repair the hydraulic cylinder. Do you have an information packet on the best way to accomplish this? Thanks again for all your help and expertise.

mack...i'm assuming that you don't have live pto and a single stage clutch. if so, when you depress your clutch it will shut off the hyraulic flow to the cylinders and your implement may drop slightly but should hold the implement up. if it drops quickly, you probably have some leaking seals or valves. most will drop slowly and eventually go all the way down if the clutch is depressed or if you shut off your tractor with the implement raised. i'm not sure what it is but i've seen on this forum what is a normal period of time before this happens. maybe someone will remind us.
