TO20 Oil Change nightmare- The saga continues

What started out as a simple oil change has turned into a real fiasco. First the standpipe was turning so I couldn't get the oil filter access cover off. I was able to get a vice grips between the filter/cover to get the cover off finally.
Success - figured we were on our way. To fix the stand pipe, I figured I would remove the pan so I could see how its put together. Got the pan off and found a surprise in the bottom of the pan! I'm not sure but I think it might be a governor weight????? ????? Could this be possible?? It looks like a cast aluminum piece about 1.5 in. long. It appears to be intact and not chewed up. I didn't notice any performance issues while running the mower last summer. The engine is a tired, uses some oil, but still runs strong and carrries good oil pressure.
Will look through my books to try and figure out what it is for sure. If that's the case, is this something a novice should attempt??? Anything else I should check out while I'm here.

I sent a pic to John in UK. Can't believe the amount of knowledge and help this man gives to us novice Fergie owners.
The piece is indeed a governor weight. He thought it might be a piece not removed from a previous governor repair if the governor works right. After painting the tractor and doing the governor adjustment, I seem remember not being able to get it quite right, but it did seem to work ok when mowing. Sounds like quite a job to check out.

That piece sound like it might be one of the fly weights on the gov. plate. The older style gov. on the TO-20 had flyweights, judging from the pic. in the manual, were maybe somewhat "T" shaped with a small hole for the retaining pin. Sound like your piece? Later TO20's & 30's had ball weight governors, which is what's on my TO20, they look like big ball bearings. Your gov. may still function somewhat with one weight missing, but maybe only at higher RPMs.

It is a fairly big job to work on the governor only because you have to pull the front axle from the engine block to get at the governor. The procedure is quite straight forward and can be done with routine shop tools, & a service manual. Sounds like you are up to the challenge if you decide to try it.
I can't recall how the oil drop tube is connected on a TO20, is it just threaded into the center main bearing cap?? Let us know how your fixing your problem so we can all benifit from your hard work!

TO-20...Hmmmm, cast aluminum? any holes in it? since the tractor runs good we might refer to that piece as a "pocket part" and put it back together, ( with that piece in our pocket) but it would be interesting to know what it is. are you sure it isn't something from the oil filter assembly? maybe that's why it came apart wrong? (altho i can't see a part like that with the filter assem. in the breakdown pic in my book)
