As Jerry said it should not drop down right away when you depress the clutch. Could also be the check valve, which is the one that looks like a spark plug and is at the back and bottom. It costs about $25 and is available from the dealer and takes an 11/16 wrench.

The hydraulic pump is transmission driven and if the clutch is disconnected, the pump stops running and there is no hydraulic pressure or flow to the cylinder.

The control valve should hold the position if the lever in the full back position. It should leakdown in no less than 15 minutes.

Your contol valve may have dirt in it, not allowing it to close fully or you may have another leak. It could be the supply tube to the cylinder(?) which is located in the right hand corner of the pump chamber

Some years back I worked on the TO-30 hyd. pump.
Cleaned it up and replaced some broken and worn parts with parts not quite so worn. The tractor would hold the back blade up for about 2 days to start with. Then it got to where the blade would drop in aout ten min.
