I am trying to help a friend with his TO. It bent a valve, a new one was replaced by a machine shop and the head was put back to top shape. I left the valve cover off amd started the tractor. My question is, there was very little oil to the lifters...a little in the cups of the push rods and none to the top of the valves.Is this normal, most engines I have seen has oil everywhere when you start the engine with the valve cover off. The oil presure is 15 lbs at slow RPM.

I am not certain about how much oil should be there. However the manual says oil pressure should be closer to 20 lbs.

Sounds like the rocker shaft maybe plugged. After I start mine up it takes 30 seconds to a minute to see oil coming from the rocker arms. Mine runs about 25 pounds of oil pressure while operating. Could be a blocked oil gallery in the block.
