Sticky Governor?

Hello,
I took this TO35 tractor out of storage and I've been working on gettig it running right. I have yet to adjust the governor but when I throttle up the engine the spring stretches quite a bit without moving the governor arm. When I manually apply pressure the engine throttles up nicely. Is it possibly sticky? Any input from the experts would be welcome.

Does the governor arm feel tight when you move it by hand with the engine running, if it does it is the cross-shaft sticking in the bearings, if it doesn't stick are you sure that it is the right spring fitted to your governor. If you need the information to reset your governor, email me:-

I suppose it"s possible for the governor cross-shaft to stick in the needle bearings in the housing, but never heard of it. It"s usually worn, not stuck.
Sounds like you need to adjust that governor from first principles, else you"ll be going round in circles.

If it's just sticky, spray some penetrating oil, like deep creep,wd40 or pb blaster, on it. Work it by hand untill it free's up, adding oil as needed
