TO-35 Power Steering

My Dad has a 1959 TO-35 with factory power steering. Problem is that the power steering doesn't work. When we got it the hoses were busted and had been driven this way a long time. I tore it apart and the gear driven pump and everything seems to be fine.Replaced the hoses and filter. Still doesn't work. Also what kind of fluid is recommended in these? And does this thing need to be bled off and if so how? Any ideas what to do to make this thing work. Any help will be greatly appreciated.

Unfortunately, it is not possible to disgnose this problem from the information given as this could be caused by multiple problems.

That said, be sure to change the filter that is inside the resevoir can on the pump.

Ferguson recommends Type A ATF for use in these PS systems.
