TO20 wont start

I recently installed a new 12 v coil, new ballast resistor, new points and condensor, new cap and rotor and wires. Points are set at .020" just as the feeler gauge that came in the kit is set at. Timing is set at 7 degrees on the flywheel as my shop manual says, at 7 degrees the rotor is at spark plug number 1. Now.... I get a STRONG blue spark on all 4 plugs, and it is timed correctly. My carb however floods out pretty bad, I installed a new needle valve and seat. Now it floods badly. I understand this is probably the problem, but wouldnt it atleast TRY to start with fuel vapors? Like sputter and puff a little. I have recharged and ran my battery down to dead like 6 times trying to get it to atleast puff or sputter or something, and nothing..... The plugs are dry as a bone, even with the flooded carb...lol I know there is no blockage, as it sucks air pretty hard when turning over through the carb... Im lost guys, im leaving it up to you.

Why are you using a ballast resistor wih a 12V coil? Does the coil say it must be used with a ballast resistor?(There are real 12 V coils and then there are 6 volt coils that are labeled for 12V use with a ballast resistor.)Your sparkshould be afat and bluish white, not blue.

Is your timing set at 7o BTDC WITH THE #1 CYLINDER ON THE COMPRESSION STROKE?(Since a 4 stroke engine fires every 720 degrees of crankshaft rotation, it's possible to have the timing mark at the notch with the engine on the exhaust stroke and so you can be out of time.)

Well, I ordered a 60,000 volt Coil from a tractor supply place and it has PRE INSTALLED, a ballast resistor atttached to the coil bracket. If I can do without a resistor I would, but maybe it needs to be there being that it came installed on the coils bracket as a kit. You might be right about the timing. It might be 7 degress on the exhaust stroke, Ill try to make sure its on the compression stroke.

A quick way to check if it might be on the exhaust stroke is to just reverse the distributor wires. If it fires, you know that was it.

If all is well with the ignition system and the engine is in resonably good mechanical shape ( reasonable compression and good valves)and properly timed, any good real 12V coil should start it. NAPA has them for under $15 and they install right on the TO's 12V systems just like the old coil. If the coil you bought has it on it then you'll have to use it.
Be that as it may, I don't know how you checked your spark but if you pull the center wire out of the distributor cap and hold it near a good ground, turn on the key and crank it over, you should see ( and hear) a fat, bluish white spark. Any thing else and you have problem with the primary ignition circuit. If you're not sure how to find the compression stroke or retime the engine statically, get back here and I'll talk you through it. ALso make sure that your firing order is correct, 1-3-4-2.

Dennis' idea of trying a little starting fluid just to make sure it's a carb problem is good. Also, Haywood's idea that it might be a float with a pinhole and fluid inside is a good possibility. I had one like that not long ago that had the symptoms you have. But I didn't hear you say anything about overhauling the carb other than the needle and seat. Did you clean the carb good throughout? You could have a blockage in the carb somewhere, like the main jet with all the small holes that requires a deep well 3/8 socket to remove, and with all the cranking and choking it might exhibit flooding even though the needle and seat are ok.

Try a little shot of ether or "starting fluid" as it's commonly known, and see if it will fire. Don't use a lot of ether.
If it fires on ether, then it's definitely a fuel delivery problem.

Thats what im worried about, Im not to sure what it should be set at or what. How do I go about messing with the float? Hopefully that can get my fergie back in action.

make sure the float isn't full of fuel and sunk.

To check the float turn the carb upside down during disassembly and the float should be close to parallel to the body of the carb.
or slightly greater(away from Body) than parallel. Bend the tangs that go to the floats for adjustment.
Blow out the other passages.
Check the inlet strainer fitting.
Make sure the ventura isn't missing.
