TO20 Help Identifying The Missing Piece

I'm looking at a TO20 to purchase and noticed what appears to be a missing piece of the tractor. Along the center shaft, on top of the transmission area, under the battery, there is a hole with 4 bolts around the hole. It looks like something went there, but I don't know what. Any thoughts on what the missing piece is. I was thinking electrical, but the tractor runs fine.

Like the other poster says starter switch. It was made that way so you could not start in gear while standing beside tracror and being run over and killed. If you buy the tractor that is one of the first things you should fix and not that hard.

Brian,
That is where the original starter switch should be mounted. If you look at the gear shift markings on the the transmission housing you will see an "S" (start) above the "R" (reverse) mark. By lifting up and moving the shift lever forward should engage the starter switch. It is linked by the reverse shifter rail.
