Question on TO35 Governor

I've not been able to spend much time working on the TO35 since I bought it but I've been recieveing repair parts. The more I look at gov replacement the more involved it looks.

The symptoms are, when you start the tractor it idles, you advance the throttle a little at a time and there is no increase in throttle. finally at some point the engine speeds up considerably to the new speed. Then when driving the tractor up a hill there is no noticible governor action as the load increases, the tractor quickly bogs down.
Is there an adjustment in particular that this sounds like? Or should I go ahead and plan on replacing the gov?

I have the adjument doc from John (UK) and the tractor is not runnable at the moment as the radiator is just back from repairs and not installed. I wanted to replace the governor before installing the radiator if that is what is required.

It sounds like incorrect adjustment to me, have you tried adjusting it like the Service Information I sent to you?

Maybe I'll go ahead and mount the radiator and get the tractor running and attempt the adjustment first, I was just trying to avoid mounting the radator 2x.

I did work on it today and degreased the engine, painted the valve cover which is off and I have more parts in the electrolysis tank degreasing.

I want to inspect the king pin yet while the hood is off and the radiator is out. I've also aquired replacement wheel centers and some other used parts. I'm still waiting on a muffler from Wisconsin and I just ordered an oil pressure gauge from a seller in England (eBay) to match my water temp gauge, both are backlit
