Hydraulics on TO20

I spent the afternoon looking at 3 TO20's that will be auctioned off next Saturday. The hydraulics don't seem to work on two of them. I'm not really familar with TO20's, but I take it that in order for the lift to work you have to engage the lever on the housing by your left foot (the lever should be pulled back). What else does that lever do? Is there a live PTO under the small bell-shaped shield on the back center of the transmission housing? (I didn't have any tools with me to take off the shield, but it looked like the square end of the shield was intended to be used to unscrew it.) If the lever is back and the lift still doesn't work, is there a common cause of this problem? I can tell that something is engaging when I put in the clutch and pull the lever back in place, but the hydraulic arms are dead. There is a clicking sound from the housing when I lift the arms up and down on my own. Are parts available for the hydraulic system, and if so what kind of expense to rebuild it?
Does anybody have an idea of what a TO20 without hydraulics is worth? The tractors look rough (they were used by a logging company) but seem to run OK.

Yes, the small lever by your left foot is the PTO. Undo the small bell shape cap, and the PTO siting in there.

Ron, most of the parts are available, books are also available. It could be anything from blown seals to missing pins to broken valve to no fluid..... Some of the parts are direct swap with ford 2n. If the Fergies run well, no smoke; if the tires are good, front end tight and they drive, well from $500 on up. As parts units they are worth more. I geuss final answer is they are worth what someone is willing to pay. good luck Mike

Ron, You mention engaging the power takeoff with the lever near your left foot while sitting on the tractor,but you never mention lifting the hydraulic lift control which would be next to your right hip.

I moved the hydraulic lever (beside seat on right) up and down several times but there was no effect. Thanks for your reply.

Maybe a silly thought but did you put the tractor in neutral and let the clutch out? TO20 doesn't have live hydraulics.
