One of my TO-35's won't throttle up. I have dealt with any ignition issues, and have rebuilt the carb on Saturday. No matter what I do to the throttle, it will not do much. I can idle it down, but going up I'd guess at about 600-700 RPM it will no go further. It also likes to be choked a little to smooth out.

Any ideas from the experts here so I know what to try next? The governor linkage appears to not be stuck.

I just rebuilt my Carter carb on my TO-35, and I can get the tractor to rev up w/o load, but as soon as I put the load on it(3rd - HI), I get sputtering. I have been searching the forum on related threads, and have been seeing talk about throttle shaft seal. My kit didn't have such a seal, so could this be part of my problem? I soaked the carb overnight, and verified all ports/paths are clear. Looks like all my gaskets are sound too. I am needing any help one can provide.

I been working on an opposite problem all day (see post above). Check the throttle shaft where it hooks to the governor rod(the shaft from the hand controll to the gov controll) there is a "U" bolt there-looks to me that if some one has been a yankin anda jankin on the throttle that joint COULD slip and leave you with only part throttle available. Loosen the "U" bolt a lot turn the hand lever to idle posistion check that the gov shaft is hard down then retighten the "U" bolt.
Now I ain't no expert on the TO series by any means, but just check to see if you are really throttleing up.

maybe your float has a hole in it and is filling up with gas.

What ignition issues have you dealt with? Do you have a fat, bluish spark? Is your timing AND advance working properly? Did you soak the carb in carb cleaner overnight (as a minimum) before you rebuilt it? Have you blown out all the passages and made sure they were clear? There is a passage on the carb called the pressure balance passage that starts at the air horn (carb inlet) near the choke.Is that passage clear? Are the gaskets between the intake manifolld and the carb and the intake manifold and the head tight and not leaking? Is the throttle shaft sealed and not leaking air. Is the air cleaner clear? Is the carb linkage adjusted properly?

You haven't really given us much to go on so that's why I have all these questions.

Have you checked the the throttle flap is moving to open. Or is it fitted incorrectly and cant open fully.
