Steering box timing

Can't seem to get my steering gear meshed togather again. I have not replaced the steering arm seals yet so I havn't taken it apart yet.Just practicing the manual instructions to time the gear by holding both sides at extreme opposites then rotate back on the pinion gear so both arms point straight down. This ain't working. Resting on the steering wheel,I've tried engaging every tooth on the pinion, tried holding the steering arms the opposite way,without sucess. When I rotate the gear case it will mesh one side only.Is it easier to install the steering arms onto the steering pinion?

Backing off the screws did it. Thought everything would go back without moving anything.Thank you for the advice.I've been meaning to contact you about your notes about setting the TO-30 governor,also, your notes on pulling the lift cover would be most helpful.Thanks again.

Have you slackened off the steering adjustment screws on either side,(directly above the drop arms) Pull the external drop arms out-wards now they have more play with the adjusters slack. Now move both drop arms to the end of their travel (one forward- one back)and try to get the sector on the drop arms inside to start with the pinion at the same time. If it is correct when fitted, both the drop arms should be directly over the footrests at the same time.
