TEA 20 differential assembly preload

Need help in determining when there is the correct preload. When I disassembled my rear end a while back, the rear axle inner bearings were shot; SKF Bearing fault guide showed me that the wear marks were caused by excessive bearing preload. The axle housing gaskets (large end) were .009 thick, one installed on each. According to the manual, this should provide the correct preload as there is no other adjustment. Fast-forward to today - I installed new bearings, reassembled using new .009" gaskets and, even without full torque applied to the axle housing nuts, can't even budge the gear. Had to insert an additional .030 gasket (under the right axle housing)to get free rotation of the gear. It is impossible to push/pull the gear laterally to see if it is too loose. How do I verify that I have the correct amount of preload?
