I think the diaphragm in the injection pump needs replacing as the engine will sometimes race of it's own accord. How exactly do you replace the diaphragm. Can it be done with the pump in place?

Yes it can, disconnect the pipe into the top and the throttle control rod. Undo the four screws, one at each corner of the rear housing and pull it off, the Diaphragm is underneath that. Just take care to fit it correctly in the housing so there are no air leaks. Before you do all this check the pipe from the top of the governor housing back to the Venturi in the manifold, sometimes this pipe rubs against other pipes or the throttle linkage or stop control and it gets a hole rubbed in it causing an air leak so it isn't the diaphragm at all. You say it will "sometimes" race, if the diaphragm is leaking it will always race it certainly wont govern the engine speed but if it is a hole in the pipe it could very well do that as whatever the pipe is rubbing against is sometimes blocking the hole, it is maybe the throttle linkage to the governor or the stop control rod.

Yesterday the tractor went from fast idle to full throttle all by itself, yet the throttle lever never moved!! Is this a hole in the pipe that you mentioned?

Yes it sounds very much like it. It needs a vacuum to operate the governor and there isn't one from what you say. Did you change the diaphragm like you talked about last time, are you sure that it is sitting evenly in the housing and that there is no chance of an air leak at that point where the end cap mates up to the injector pump body. Check the vacuum pipe to the manifold, disconnect both ends and block one end and blow down the other, you will be able to tell if there is a leak. If that isn't leaking (highly unlikely though) check the venturi on the inlet manifold that a gasket hasn't blown or that it is not tight to the manifold. If the engine "surges" when it is idling mail me again as the governor linkage needs resetting, the engine should run evenly at idle. I will send you the written information you need to do this if you mail me at:- fergusontractors(at)tiscali.co.uk
