That "sleeve" they mention is normally called a "collar" and this is shrunk onto the axle-shaft to hold the bearing and hub in position. To get it off it needs drilling and slitting and then the bearing and hub needs to be pulled off with a Puller capable of something like 25 - 30 tons pressure. So you can see why they use these "Sure Seals". The axle shafts are ok to repair if you have the kit to do it with.

I think you must mean the "Sure Seal" this you can fit to the early axle-shafts (16 spline)there is no need to strip the bearing and collar off the Axle-shaft to fit this, but you do have to remove the Axle-shaft from the tractor. The grease fitting was used on the later axle on TE series tractors after serial number 325,001 (1953) these have 19 splines. An extra seal was fitted to this axle-shaft bearing housing and they fitted the grease nipple as there would no longer be any oil to lubricate the bearing. You can get the "Sure Seals" from SPAREX under part # S61512, they are quite inexpensive. This site also supplies them, look in the TO20 parts pages.
"Sparex" parts are available from most good tractor dealers and they will get them to order for you.
