I seem to have a problem when I start my TO-20 when the engine is cold. I have to leave the throttle wide open to start it.

Hi Daniel

Usualy if you have to put throttle wide open
to start when engine is cold it is because
air/gas mixture is extremely rich.

1 The air filter may be blocked..you can try to disconnect it fron carburator air inlet and try to start.

2 The float level in carburator may be too high 3 power needle adjustment on carburator may be missadjusted

4 On some tractors the choke must be pulled just one or two seconds and returned to its off position when starting otherwise it will flood.

Does it start immediately with the throttle wide open? Can you explain the problem a bit more and I'll see if I can help.

I have to keep cranking her for about 20 seconds. It then starts to sputter until it eventually revs up. If I use the choke it just floods.

I agree with Joe Ferguson's comments and would add :
check float is not sticking to base of carburettor
check the float for damage. dismantle and clean the carburettor and jets. clean pipe from fuel bowl to carburettor.
