TO-30 Governor Compensator Spring

On a TO-30 where does the governor compensator spring attach ? At the end of the throttle rod I had a short "L" shaped hook That just hangs from the U-bolt. I have ordered and received the spring and I know one end of the spring goes in the "hook" and the only place I can see to attach the other end is in the eye of a cotter pin that goes through the water inlet housing but the spring appears to be to short to reach that. My neighbor has a TE20 and his spring is attached to a small tab held in place by the water inlet mounting bolt. Am I missing this tab or does the spring attach to the cotter pin.
