Can the PTO shaft seal be changed with out pulling the shaft out of a TO-30 tractor?

No, the shaft must be removed by taking the four bolts out that retain the bearing/seal housing. But first you either have to raise the rear end up (or park the front wheels of the tractor in a ditch) or remove the trans/hydraulic fluid. If you still have a 1-1/8" PTO shaft, you might want to consider replacing it (~$100-120 with new seal/bearing, retainer and cover)with the standard 1-3/8" shaft at this time.

Thanks Jerry

I have the fluid out and in the proscess of installing new oil seals in the axle. Thought I would go ahead and replace PTO seal. But, I might do what you suggested about replacing the shaft.

You may also want to consider cleaning out the sump since you drained the fluid. Jeff(OH) has a proceedure that you can find in archives. Good Luck.

If you didn't remove all 3 drain plugs you have left about 2 quarts of sludge in the reservoir, as all 3 areas, trans/hydraulics/differential are lubricated with the same 80/90wt straight mineral oil. Your PTO shaft should be smooth, with no burrs, nicks, or apparent twisting of the splines, if so there's no reason to replace it.
