My TO 30 is running good now, however after changing the last set of fouled plugs I thought I should check the new ones, carbon fouled, obviously nbot enough to keep it from running good it starts instantly and runs fine. If I try and lean teh carb it stumbles especially at idle. Air cleaner and choke are open, timing is set correctly, I don't understand why the engine insists on running rich but sooting up the plugs?!

You may have a intake manifold leak or a leak at the joint between the intake manifold and the carburetor. That will lean out the mixture and make you need to enrich the power jet setting. Your power jet should only be out about 1-1/8 to 1-1/4 turns. With the engine running, spray some WD-40 around the intake manifold and carb attach joints and see if it's getting sucked in. If it is, you have leaks. Also check the ignition as gshadel says cause a weak spark can cause poor charge ignition.

Rich running caused by an air leak is a new one on me. That would cause a lean mixture. If "corrected" by richening up main jet that would only bring it back to normal. Sounds to me as if the pilot jet is too rich and maybe the main jet is actually too lean.

You're right it would run lean or maybe not at all, so you richen the mixture to get it to run and you end up being overly rich at the higher power conditions where the throttle is almost open. You'll here a lot of guys with manifold/attach flange leaks complain because the engine won't run without being choked and they set the carb per the book.

That might be the problem, because if I turn the power screw inward at idle to lean it she wants to cut off, yet under higher rpms it seems to have less impact, replaced coil and rotor, cap, points, dwell meter reads right about 17 so that would be 38, (doubled for 4 cylinder)Also spark is very good, at one time I could not get the timing light lit it was so weak, but changed faulty coil wire and fixed that. If leak caused leaning and I adjust carb to get lean out would it still carbon foul?

Turning the idle screw inward richens the mixture since that screw actually controls air bled internally in the carburetor. The less air the richer the idle mixture. Yeah you might get the mixture right at one rpm but you won't be able to make the mixture right for all rpms withot having a separate adjustment for each operating speed. You'll have to get the leaks fixed for the carburetor to do it's job properly. It designed so that just above idle, the engine airflow passes through the metering section of the carburetor. That's the venturi where the main jet is positioned.

Will, to clarify your carb adjustments, assuming you have an original Marvel-Schebler carb, the big adjust screw is the "power" mixture. That should be set initially at ~1 3/8 turns out. That screw leans your mix when turned in.

The smaller screw is your idle mix set screw. It should be turned ~7/8 turns open. That screw richens the mix when turned-in. The idle mix screw only affects mixture at idle, say ~500-600 RPM. Above that speed, your big "power" screw controls your mixture.

These carbs are intended to run a bit rich at full throttle, it is one of the features to keep your engine from overheating under heavy load.

Adjust your carb as described above, then see how she runs. You may need to adjust the idle speed stop screw on the back also to adjust your idle speed once you get the idle mix right.
Once your mixtures are set, ramp-up your engine, and also try letting off the clutch rather fast, if the engine hesitates when you do that, richen your power screw a little until it stops hesitating.

I highly recommend you also check your spark, weak ignition is a common cause for sooty plugs. You should have a nice zappy blue spark, not a weak orange spark. Dirty connections, and improper point gap are the 2 biggest contributors to weak spark
