TE-20 Sputtering followup

Hello All, I wanted to followup with the apparent fix on my little fergie sputtering under a load, yet running fine in nuetral at all throttle positions just fine. Hopefuly this with help someone else and thanks again to all that helped.
Here is what was replaced or checked yet the issue persisted:
sediment bowl
*fuel line
*carb filter
*carb taken apart and blown out
*distributor points
*plugs checked
*coil replaced because of maintenance error causing no spark
*distributor cap replaced
*plug wires replaced
*battery replaced
*plug gap checked
*rebuilt carb with new gaskets and needles

Afer all of this, she still presented the same issue. My local Mahindra dealer has been great and told me to resoak the carb and also let me "borrow" a float bowl assembly to try.

So I took apart the carb for the 3rd time and after a 24 soaking I replaced the float even though mine had no leaks. The next test drive was more promising, but I still had to feather the choke periodically in all gears as I adjusted the carb.
This afternoon I went to prep an area for seeding and even with high RPMs, it just seemed to lack power and still sputtered. On a hunch(becasue it was the only thing not touched), I adjusted the govenor assembly so that it was about 1/2" longer. Right away I noted a decrease in RPMs even with a more aggressive setting on the main carb adjust. After a few adjustments to the carb idle and main, she purrs like a kitten at a really low RPM and no longer sputters under a load.

The fix appears the 24 hr soaking, replacing the float bowl, and readjusting the govenor. Why all of these items came together as it was running so well, I'll never know.

Thanks for info; my to20 is doing about the same way and the govnor could be my problem too! Did you go by the book? The 1st adjustment doesn't seem to have much effect to mime!

I didn't go by the book, I just noticed that even at the lowest throttle position, the RPMs were still a bit high. I just took the adjusting rod off and made it longer. After everything, I guess I got lucky
