TO35 3pth - sometimes it lifts- sometimes it doesn

Here are the details that I have noticed- any help figuring out what I need to do would be welcomed. - I changed the oil recently ... the level is good and there was no water in the old oil - The 3pth will take a few minutes to bleed down with 250lb backblade after the engine is turned off. - Draft lever is left all the way forward - With any implement on the 3pth will usually lift all the way up the first time I move the position lever all the way back. - After that, sometimes it will only lift part way to different levels. - If I move the position lever all the way foreward the implement will almost always go all the way up. Sometimes it will stay there when I immediately move the lever all the way back- sometimes it won't. - Sometimes there is a pump squealing sound when the position level is all the way back and the engine is idling- I try to avoid this squealing when I can. - sometimes it will hold the brushhog in the correct position, but ... - sometimes the brushhog seems to raise up (like in draft control) - sometimes the brushhog slowly drops while I'm mowing

Yes, I used GL1 spec. oil 90 weight when I changed the oil. It seems to be a little too thick during our winters, but that is what everybody in the know says to use. There is no play in the top ling connection.
