Timing Question

I have broken the first rule of trouble shooting things. Know where you started. I had problems with my to-20 about a month ago. Running rough. My brother in law happen to show up when I was tring to fix it.(this may not be where I went wrong. I did say NOT) By that time I had changed the Plugs , Points, Condiser and start coil with wire going to the distributer. When doing a compression check I found that the cylinder closes to the steering wheel did not compress. When looking at the rocker arms I notice that that cylinders Rocker was to high I adjusted it back down to specs. (wait story getting to long.) My brother in lay was telling me that my spark plug wires were in the wrong order so we changed them. It ran good for the last month. But I had problems the other night. My question is which cylider do they call #1 the closes to the steering wheel or the on closes to the fan? Sorry for such a long post just wanted you to have a feel where I was at. Which is I've played around with it so much I don't know which way is up. Thanks p.s. I have tried to set DC The only time that its in the inspection hole is when the cylinder closes to the steering wheel is compressed. Steve

No 4 cyl is nearest steering wheel. Mark will also show when this cyl is "rocking" and no 1 is on compression.
