TO-30 alternator over charging

My TO-30 tractor has been converted from a 6 volt to a 12 volt system. I put in a new 30 amp guage and noticed that when the tractor is ideling, the gauge shows about 25 amps(13.5 volts on the voltmeter that I have). When I open the throtle up, the needle pegs off the gauge( 17 volts on the voltmeter). I beleive that the alternator is supose to have a built in regulator since the external regulator on my tractor has been removed. My question is: how do I check the alternator to see if the built in regulator is working? The tractor was this way when I recently bought it and I am suprised that the battery hasen't been fried. What about putting another external 12 volt regulator in or would it be cheaper to just replace the alternator? Any info is appreciated

The alternator has a two wire plug and only one wire is hooked up. I haven't been able to see what make the alternator is. Thanks

something is not right ,if you have a single wire alternator it shouldnt even charge at idle until you rev the engine to excite the alternator,let us know what kind of alternator you have ,if it is a one wire or two,also make sure they switched to Neg ground when they switched to 12volt,
