Lift arms on TE-20 not going down

On my TE-20 s/n 98737 the lift arms will not lower when lever is lowered. THe control spring had alot of slack in it so I had to take off the top cover and unseize the yoke.. I have tried all different setting of the control spring tention including the setting of just being able to turn the control spring with my fingers while there is weight on the arms, but to no sucess. There is alot of rust flakes in the bottom of gear box, the control valve is sliding in and out nice. The lift arms will lower after leaving sit with weight on them after 10 min, with and without pump turning. As soon as I touch the lever or engage the pum p the arm go all the way up, no stopping them. I drained out some oil then removed the inspection covers and moved the fork going down to the control valve, which moved well but had no effect. Any help would be great, I'm really stuck.

The correct setting for the Control Spring is with an implement mounted and in the raised position you should just be able to turn the Control Spring and that is it. It could be the Quadrant lever needs resetting, slacken the 4 setscrews and move the quadrant till the linkage start to drop with the rear edge of the lever 2 1/2" from the front of the lever when it in the raised position (mark the quadrant, move the quadrant around till you get this setting. The rust flakes in the bottom is due to the oil not being changed often enough. To remove the covers you should have no need to drain any oil, there will be a small leak from the bottom screw hole but just replace the screw to stop it. 10 mins for the arms to go down is ok and within tolerance. Check if the control valve actually moves in its bush when you move the lever without sticking, also check that the Bush the Control Valve slides in is flush with the front of the Hydraulic Pump body from the valve side, you will have to feel this as you can't see it.It may be that you have bent the Control Fork and it is catching on the PTO lever inside now and not moving all of its travel and not moving the control valve far enough.
