Missing snap ring groove on TO20 PTO shaft.

I was trying to fix the leaking PTO shaft on my TO20. I removed the shaft and bearing housing. After removal I noticed that when you turn the shaft the oil seal bushing does not turn. I disassembled the housing, and replaced the seal. In the manual they show a snap ring going over the PTO shaft on the outside of the shaft to retain the oil seal bushing. Without it the oil seep between the shaft and the bushing. There was no groove in the shaft, thus no way the retain the bushing, or stop the oil.

I used Loctite cylindrical bonding compound to retain the bushing, and built a bushing to take up the difference between the oil seal bushing, and the new overrunnung clutch so that the shaft cannot "walk" in and out as it was before.

Any thoughts, or has anyone else noticed this groove missing?

Mark
