How do I tell which carb rebuild kit I need for my TO20?

If your carb is original, it is a Marvel Schebler carb model TSX361A. The Marvel name should be cast right into the carb body as it faces you when mounted on the engine. There should also be a small brass tab riveted on the side facing you with the model number. The brass tag may be missing. Replacement carbs may be Zenith carbs.
check your carb, then get a rebuild kit for your particular make of carb. Get the big kit like Mark said, you'll probabaly be glad you did. There are genaric rebuild instructions in the kit, I recommend using a service manual as well for a good rebuild.

If the carb has not been rebuilt in a while I prefer the "big" kit. Unless you have a gallon of carb cleaner to soak the jets in it is nice to have all the parts. The "big" kit contains all the jets, and the throttle and choke shafts, and all the gaskets.

As for the carb leaking, usually it is the float needle and seat that is the problem. This is also in the kit. Make sure the float is not damaged and is set correctly.

On the easier / cheaper side and are lucky and careful, I have been able to take the bowl off, blow the "stuff" that is stuck in the float seat out, and reassemble without any parts or gaskets.
