I have a Ferguson TEA20 with a Zenith 24T-2 carb that is allowing gas to flow freely out the air intake. I replaced the float and valve, but it continues. Is there a way to set the float on these carbs?

There is. You will need a manual or spec. sheet to show you the proper float level. There are several good sources on-line for tractor manuals and they are not expensive. Or perhaps someone on this forum can look it up for you. Also, I have found that the nearest M-F Dealer is very cooperative when I need info.(Lowe & Young in Wooster, Oh)
On my TE 20 w/Marvel-Schiebler carb., the float setting is measured from the gasket surface to the top of float (with the upper assembly upside down) and it's about 8 or 9 32nds. Good luck.

The fuel level should be 17mm from the top face of the carburettor bowl, not to the top of the float on this type of carb. To check it I saw a nifty little way the other day in the Service Manual. get some thin clear tubing and find an adaptor that will screw into the drain of the carb. attach the tube and hold it up alongside the carb and you should get the fuel lever without too much messing about. If you need to adjust the level you add or take off some washers from under the needle valve over the float
