TO20 crankshaft thrust washer location pins

Are these pins supposed to be sticking out, or part of the thrust washer? Currently they are flush with the block.

Mark;

Just finished rebuilding my TO30 & used a similar Thrust Washer setup. The pins are used to fasten the washer to the bearing cap / block. Mine were worn / peened over. I very carefully cut them as square as I could with a Dremel tool; center-punched them & drilled them out. I didn't find any replacements at my MF dealer, so I re-drilled & tapped the holes in the cap, then countersunk the holes in the Thrust Washer; then used some brass flat-head screws to fasten the washer in place. Had to 'massage' the brass screws so the heads were below the Thrust Washer surface.
