When you remove the PTO from your PHB and the linkage drops that is because you have stopped the PTO and when you do that the Pump stops running, consequently if there is a leak it will drop as there is no oil from the Pump to keep it up in the air. You need to check inside for leaks either from the top cover and the ram fastened to it or from the Pump area. If you need info on how to do this, email me at :- fergusontractors at tiscali dot co dot uk
and tell me again what it does and I will send you the information you need with pictures and parts list so you can see what you are doing as you cant see a lot of it inside.

Chris, I know only enough about the hydraulics to be dangerous. Sounds to me like a hydraulic leak, or hydraulic relief valve problem. The Fergie lift was used on the Ford 9N and 8N's... the same exact lift as your TO-20, except for a built-in position control linkage on the 8N that is not on your TO. Look over on the left side of your screen and find "Articles" under "Research and Info". Click on the articles, scroll down thru the articles until you find one about "troubleshooting the 8N hydraulic lift" written by a guy named Zane Sherman. Zane knows his stuff. Read it and you will likely be able to figure out your exact problem. Good luck !
