Lift won't go down

The lift on my to-20 rises to the top no matter where the postion control lever is placed. I then cannot get it to go down unless there is a heavy load. The mower I use seems to go up and down properly when attached, but take it off, and the arms rise whenever the pto is engaged, and it won"t go down. Any thoughts? This is a recent developement, as the tractor did not do this last year when I used it. what will need to be done to correct this problem?

Most likely thing is the Control Valve has stuck, remove right side round cover and move the long fork that hangs down from the top, forward and back to free it GENTLY, if this doesn't work email me at fergusontractors dot co dot uk and ask me for information for your problem.
