It is just a coincidence that it did work after you did that adjustment, in doing it you just most likely moved the linkage and freed it off. adjusting it on its own wouldn't do that unless it was tight to adjust, as it is spring loaded and any movement will be absorbed by the spring, if it was tight then it would move the fork on the valve and possibly free it.

You might be right, all I know is that it was working before i painted and after it would not go down. If I move the spring out it will still go to the up position. Tighten and it works. what give?

To adjust the Control Spring raise an implement on the linkage and you should JUST be able to turn the Control Spring by hand or no more than .020" end float in it.. If it needs adjusting don't try it on these old tractors as it will be seized up, to adjust it you may need to take off the Hydraulic Lift Cover and hold the rod through the spring inside while you adjust,.if you don't do his you run the risk of bending the Control Fork. If you need to know how to remove the cover email me:- fergusontractors at tiscali dot co dot uk

Sounds as though the control valve has stuck, take plate off with dipstick in it and move the long fork hanging down, back and forth gently...do not force it..that should free it...if it doesn't email me at :-

and tell me what it is doing or not doing and I will tell you more what to do...
DON'T PUT YOUR HANDS IN WHILE THE ENGINE IS RUNNING
