TO-20 Governor compensating spring

hello all again,

I am missing the compensating spring on the governor, I am looking at the parts manual and I dont see how it does anything, everything else is in place.

How does this spring affect operation? The compensating link is just hangin there. Does anyone have any specifications on the spring.
