I have a 1951 TO 30. It has not moved in ~30 years. I tried to move it last week by pulling it and the rear brakes will not turn loose. I can get the rear wheels off but not the drums. How can I solve this problem.

First buy a manual. You can buy them from the left hand column at the top. Your brake shoes are probably bound tight from the rusted drums. There are two screws that hold the drum to the axle. Remove them and turn the shoe adjustment backward to try to break the shoes free. Use a hammer and a piece of 2 by 4 to beat on the face of the drum. The drums are thick and heavy but can still break. This should start to loosen the drums. This might take some time.
