I've got a TO30 that although the lift arms do operate up/dwn, it won't lift an implement. I don't see any turbulence in the oil or spray when viewed thru the inspection covers. I can't see a filter or screen anywhere (?). My next step was to pull the pump to inspect it on the bench for a bad relief valve or control valve, etc. It looks like the PTO shaft has to come out to remove the pump, however, after draining the oil, pulling the lift cover and removing the pto end bearing retainer bolts, the pto shaft assy only withdraws about 1" before binding up. I tried gently persuading with an impact hammer but don't want to damage anything and am hesitant to use more force in case I missed something. If I'm headed in the wrong direction, any tips on the right approach would be appreciated.

The relief valve may be replaced without even draining the oil if you don't mind getting messy. The valve is just below the PTO shaft on the rear of the pump, and may be removed with a stubby open end wrench. PTO shaft removal can be stubborn because of wear patterns on the splines, rust and corrosion on the splines, or in the worst case senario the shaft can get twisted by abuse or hitting a solid object with a brushcutter. A twisted shaft is obvious upon inspection and is thankfully rare. I have used a small log chain to snap out PTO shafts when they seem stuck. You know, rather like snapping out a pickup rear axle. At the cheap price be sure to install a new PTO oil seal when you're ready to reassemble it. The TO series tractors do not use a hyd oil filter, just be sure to drain all three areas of the settlings and gunk before adding new 80/90wt straight mineral oil.
